The aim of the call for expression of interest is to establish a pool of international experts who could contribute to the implementation of current, and forthcoming, Council of Europe co-operation projects under the guidance of the Secretariat of the Congress of Local and Regional Authorities based in the Council of Europe headquarters in Strasbourg (France) and in the Council of Europe Offices located in target countries.

Experts will be engaged to provide guidance and assistance to the design and the implementation of project activities in close cooperation with the Congress Secretariat and local experts. They will be expected to travel to the countries of the project implementation, moderate discussions, deliver inter- active training, make analysis and assessments, draft reports and recommendations.
